TRAMUTOLA GUIDES TAHOE FOREST HOSPITAL TO BOND WIN

With approval from 72% of local voters for Measure C, a $98.5 million bond measure, Tahoe Forest Hospital in Truckee can begin the renovation and expansion of aging hospital facilities.

Polling conducted nearly a year ago to test the feasibility of a bond measure for Tahoe Forest Hospital indicated just 54% support and very low levels of awareness of the hospital’s facility needs. Accordingly, TRAMUTOLA planned and executed an aggressive public information campaign to raise awareness of the hospital and its aging facilities, utilizing informational TV ads, direct mail and focused community outreach. Following this outreach effort and a fine-tuning of the bond proposal, a tracking survey indicated that voter support for bond measure had increased by nearly 20%. With this evidence of support, the Hospital Board of Directors proceeded to place the bond measure on the September 25th all mail-in ballot.

TRAMUTOLA worked with the independent campaign committee to devise a campaign strategy suited to the unique elements of this rural mountain community. With a strong emphasis on personal voter contact, hundreds of volunteers attended phone banks and made thousands of calls to identify supporters of the bond and answer questions from undecided voers. Targeted direct mail focused on key messages about the hospital’s need for upgrades. Tireless volunteers worked to get supporters of Measure C to return their ballots right up to the point that voting ended at 8 PM on Election Day.

TRAMUTOLA’s post-election analysis shows that well over 1,000 supporters cast ballots as a direct result of our supporter mobilization strategies. This margin was the difference between a 72% victory and defeat.

Measure C will expand Tahoe Forest Hospital’s Emergency Room, maintain women's health and maternity services, enlarge the Cancer Care Center, upgrade the Long Term Care Center, and make other critical upgrades.
